Rule 3
Right of Nepal Government to grant or not grant visa

(1) All the rights to grant or not grant visa to a foreigner shall be vested in the Government of Nepal.
(2) The Government of Nepal may allow a citizen of a friendly country to enter Nepal without obtaining a visa on the basis of reciprocity.
